Bullard Hard Hats, Sweatbands, and Snow Fence: What Six Years of Safety Procurement Taught Me

If you're managing a safety equipment budget, here's the conclusion up front: standardize on certified Bullard hard hats, replace the sweatbands on schedule, don't cheap out on lab safety glasses, and keep snow fence in the site trailer. Most of the "savings" I chased in year one turned out to be expensive. The purchases that looked boring and overpriced upfront were the ones that actually delivered.

That's not a marketing take. I've been the procurement manager for a mid-sized industrial maintenance and light construction company in the Pacific Northwest since 2019. I manage an annual PPE budget of $28,000–35,000 and I've tracked nearly $180,000 in cumulative safety spending. Every order, every vendor quote, every emergency reorder goes into a cost tracking spreadsheet. Bullard Hard Hats Win on Total Cost, Not Unit Price

In year one, the crew wore whatever hard hats were on sale at the local supply house. That was a mistake. What most people don't realize about budget hard hats is that the internal suspension system degrades first, not the shell. We saw cracking within eight months, chinstraps that wouldn't stay fastened, and a steady stream of complaints about pressure points.

How does that work out annually? The $2 pair costs $34 in replacements per year. The $9.85 pair costs about $40 per year—a wash on price. But the crew actually wore the $9.85 pair, and that's the entire point. Eye protection only works if it stays on someone's face.

We still keep $2 glasses at the front desk for short site tours. There's a place for disposable eye protection. For eight-hour daily wear, it's a false economy.

Snow Fence: A $45 Fix for a $500 Problem

Snow fence is one of the most underrated site control tools on a construction site, even outside snow country. It was designed to control snow drifting by reducing wind speed at the surface, and it does that job well. But in practice it works just as well as a temporary barrier: marking frozen zones, channeling pedestrian traffic, and keeping people out of staged work areas.

A 4-foot by 100-foot roll of snow fence runs about $35–50. Temporary panel fencing for the same footprint runs $300–500 for a single-use rental. We keep four rolls in a trailer year-round.

If you've never set one up, here's how to make a fence with snow fence. A 50-foot run takes two people about 20 minutes:

  1. Lay the roll out along the line you want to protect.
  2. Drive T-post stakes every 8–10 feet, about 18 inches into the ground.
  3. Unroll the fence along the posts.
  4. Secure it with zip ties at 12-inch intervals on each post.
  5. Tension the fence so it doesn't sag but doesn't pull the posts, either.

That's the whole trick.

But here's the boundary: snow fence is a visual and light physical deterrent, not an OSHA-compliant protective barrier. If there's a fall hazard, an excavation, or heavy equipment overhead, snow fence won't cut it. You need engineered railing or properly rated barricades. I'm a procurement guy, not a safety engineer, and I won't pretend otherwise. That call belongs to the site safety officer.

Where This Advice Doesn't Apply

Bullard isn't the only good hard hat on the market. 3M and MSA both make excellent head protection. I chose Bullard because they invented the hard hat in 1919, the ratchet suspension fits our crew, and the accessory slot system mounts earmuffs and visors without drilling holes in the shell. But if your crew fits another brand better, buy that one. Crew buy-in is part of the ROI.

Not every hard hat model has a replaceable sweatband. If yours doesn't, that's a strong argument for switching to one that does—because the sweatband is what keeps the shell in service.

Cheap safety glasses do have a place. Match them to the exposure. Visitors on a 15-minute tour get disposables. Workers wearing eye protection all day get the $10 pair.

And snow fence isn't a universal solution. It's a guidance tool, not physical protection. If a barrier needs to actually stop something or someone, spend the money on engineered equipment. Don't let a procurement spreadsheet override an engineering requirement.

The cheapest option is rarely the most economical. Look at replacement frequency, compliance, and what your crew will actually wear. The hard hat that gets left in a truck because it's uncomfortable costs you everything and protects nobody.
