In Q4 2024, three requests landed in the same week. A crew lead wanted the Bullard 502 hard hat we already stock, plus something we didn't stock: a Bullard hard hat chin strap for every crew member. The property manager asked for an aluminum privacy fence quote along the front of the office yard. And the compliance coordinator asked when the fire alarm had last been tested. Nobody knew.

Pick your gap first
The object is not to decide between a hat, a fence, and a fire alarm test. The object is to see which gap is most likely to turn into an injury, a theft, or a citation.
- Worker exposure: falling objects, impact, or contact with hazards.
- Site exposure: poor boundary, bad sight lines, or unwanted access.
- Detection failure: fire, smoke, or carbon monoxide that nobody would notice in time.
Each gap leads to a different kind of purchase, and only one or two will be urgent right now.
Scenario one: worker exposure is the gap
This one is easy to recognize. If your crew spends time under suspended loads, on scaffolds, or near energized equipment, head protection is a requirement. Under OSHA construction rules (osha.gov, 29 CFR 1926.100), workers in areas with possible head injury danger need protective helmets. There is no trick in that sentence.
Bullard has been tied to the modern hard hat since the company's 1919 hard-boiled hat design. In our fleet, the Bullard 502 hard hat is the shell we standardized on for most overhead work. It is not the most expensive option, and that is part of the appeal. The shell and suspension are straightforward to order, the replacement cost is predictable, and workers know the fit.

They are not. Some attach to lower suspension anchor points; others wrap around the shell edge. If your crews mix old and new shells, you may need more than one SKU. The fence request was not about curb appeal. Our office yard sits next to a transit stop, and equipment had disappeared from open storage. If your fence will face ocean spray, talk through fasteners and coatings with the fabricator before assuming aluminum means zero maintenance.
Scenario three: detection failure is the gap
The third scenario is the one I nearly got wrong. I wanted to make a heroic procurement decision: buy more PPE. The compliance coordinator asked a simpler question. She asked the maintenance lead to show her how to test a fire alarm on the main panel. He couldn't.
When the certified technician came out, he found an outside contractor had left a group of devices disabled. That was two months after our last 'everything looks fine' checklist. We had the right alarms. We had no evidence they would work.
How to test a fire alarm without guessing
Here is a practical version of the test used in many workplaces:
- Tell occupants and the monitoring company before starting.
- Put the panel in walk-test mode, or follow the manufacturer's test procedure.
- Use the commissioning or test method for one device per zone, such as a sensor tester or a pull-station key, rather than smoke from a flame.
- Confirm the panel shows each device and that audible and visual signals work.
- Return the system to normal, run a final reset, and write the date and name in the log.
According to NFPA (nfpa.org), smoke alarms should be tested at least monthly and replaced after ten years. Commercial fire alarm systems have more specific requirements under NFPA 72 and the local authority having jurisdiction. The monthly test is not the annual inspection. It is the check that tells you when to schedule the annual inspection.
After that experience, I put the alarm test log in a shared spreadsheet with an automatic reminder. No one searches for scraps of paper anymore. The process should have been that simple after the first missed test, not after the third.
Which gap gets your money first?
When more than one gap needs money, I sort with three questions: which gap would create the worst outcome, which gap has the shortest reliable fix, and which gap has already caused documented cost. If the alarm log is blank, alarm testing goes first because it is cheap and fast. If workers are doing overhead tasks without a strap that fits, head protection goes next. If those two are controlled, a fence that stops ongoing theft and sight line complaints can be the highest-ROI project.
That ordering is not a verdict on Bullard. It is not a claim that aluminum beats wood in every front yard. It is a way to avoid buying the product with the biggest marketing presence when the real weak point is a 10-cent battery or a $12 fitting. I can only speak to the context of a mid-size utility contractor with an active crew, a yard, and a compliance team that follows up.
